Brand New Laptop Cuts Out On Startup - Advice?

Since this problem i had the laptop sit around for over a month, would that change anything? It was working fine last night and I left the charger connected all night because it was almost out of batteries. Can anybody please help. You can use the computer at your leisure and not be worried about the problems that can compound over time. When I turn it on it says 0% available plugged in not charging when you hover over the battery icon. Anyone?.
