This policy setting allows an administrator to standardize the logon pictures for all users on a system to the default user picture. This appears to have worked. The default guest picture is stored at %PROGRAMDATA%\Microsoft\User Account Pictures\guest.bmp. My antivirus, Eset Nod32 is up to date and seem to not be the cause, So any other ideas or ways to deactivate the "Welcome Screen". IT HASN"T WORK ever.
